Chaktar is a small nation controlled by a predominantly half-elf populace. It lies southwest of the Mountains of Moradin, west of the Hulwar and near the Borderlands. Many centuries ago it was part of a greater Hobgoblin empire that has since dwindled into a more-concentrated realm known as Luuzg. Slavery was a major resource for the Hobgoblins and in many cities the slaves were more numerous than their masters.
Chaktar’s geographic isolation from modern Luzzg enabled a backwater decline of its Hobgoblins to the point its slave inhabitants became naturalized and integrated into most reaches of fortress-society simply out of need and ubiquity. Although never granted true citizenship, such technicality became irelevant once Hobgoblins no longer remained. Since then the prevalent intermingled human-elven family lines have taken control over the region.
The resulting culture is an odd blend of spartan Hobgoblin sensibilities with Human and Elven ideals. Their settlements consist of several forest retreats built in and among stone castles of Hobgoblin construction. The surrounding forests have been allowed to replenish with little interference, providing the Chaktarese with construction materials and treetops among which to build elven-style dwellings. Like its parent civilization of Luuz, Chaktar welcomes trade and travel under a suspicious eye.
